Abstract
Educational diplomacy, with its board capacities in procedure, content and action, is able to be the interest of foreign policy makers as an effective tool to meet national resources and goals of governments. Governments can utilize the tools purposively based on their objectives, benefits, identity, place and conditions in regional and international systems, and plan to reach their goals by impress audience of this kind of diplomacy, who are mainly university students, researchers and elites. The current study, in the framework of a constructive approach, attempts to answer the question ‘what is the place of educational diplomacy in foreign policy of states?’ so that educational diplomacy of countries attempts to create common identity fields among audience relied on ideological, identity supports and regional considerations. Of course, in certain regional fields such as Middle East especially Saudi Arabia, this constructive activity is involved in contradict attitudes in educational policy making of this state as the results of identity competitions with other countries of the region.
