Abstract
Purpose: During the last few decades, despite the existence of deep ideological differences and wide conflict of interests between Arab countries and Israel, the expansion of the process of convergence and normalization of relations between the parties under the influence of regional developments has been more significant than other regional relations. This research aims to analyze issues and campaigns related to the normalization of relations and emergence of convergence between Arab countries and Israel according to the assumptions of neo-functionalism theory
Method: In this research, the qualitative method and explanatory approach are used, and the data analysis is based on the explanation of the causal relationship between the variables. For this purpose, to collect information from primary and secondary sources, including domestic and foreign documents, books and authentic articles, internet searches, specialized treatises, etc has been used
Findings: In recent decades, the occurrence of some events such as the significant increase in common threats, the creation of Sunni-Salafi groups, the emergence of new leaders and decision-makers, and the weakening of Arab-Islamic transnational identities have provided conditions for the process of normalization of relations and convergence between Arab countries and Israel. Follow up with more seriousness, speed and formality. Based on this, the convergence between Arabs and Israel was investigated in the form of three phases of functional expansion, political and related to transnational institutions. According to the investigations and considering the extent and background of conflicts and ideological differences between Arabs and Israel, the relations between the parties have enjoyed favorable growth and the process of convergence is influenced by the key concepts of neo-functionalism theory, including the logic of extension, politicization and extroversion. created and evolved.
Conclusion: The results of the research indicate that the emergence of common threats along with external pressures and politicization, especially the step-by-step spread at the political, functional and institutional levels, have provided the necessary grounds for convergence and strengthening the process of normalizing relations between Arabs and Israel.
