Abstract
The first strategic prefunding circle of Iran, due to the nature of the Islamic Revolution, is Muslim world. Primarily, the factors of soft power promotion (development) were extracted from the supreme leader's explanation then the strength, weakness, opportunity and threat points were described according to swat model by analyzing the internal and external environment. Ultimately, the strategies of soft power promotion were codified in four ambits (WT, WO, and ST, SO strategic) then the strategies were ranked based on their average of attractiveness.
