Abstract

In complex and changing world system‪, nation states as main agents in international system are trying to analysis new global trends and events to turn them into opportunity for their national interests and better position‪. In this condition‪, Islamic countries as agents are trying to get national interest and in the other hand are defining with their Islamic identity. According to Complexity theory, today in networking world, power and development won't earn just with militarily abilities and instruments and with solders numbers. Development is based on Science and Technology and so, countries need to improve their S&T abilities with joint to the world science network. So the main question is "How the Islamic countries can rich to S&T development aims?" To answer, we use environmental scanning and documents study. According to the achievement of this study Islamic countries have to know game rules inside networked system and use interactive strategy in their foreign politics, if they want to remain in the world network system and play their own role in it. Islamic countries need to improve their relations inside Islamic world. According to "Islamic OMMAT" theory, in one side, S&T make suitable context for this utility and in other side, utility inside Islamic world can help to improve S&T development in Islamic countries. Islamic network can transform Islamic countries (as one actor) to a powerful actor in new world system and help them to gain their national interests too.
